LEAGUE RULES (Revised 08/29/07)

GENERAL RULES

 

1.  TYPES OF TEAMS

 

A.  All teams will be formed from one Private School; School District or one community area.  All teams may play in another league. NO OHSAA TEAM MEMBERS (OHSAA ELIGIBILITY)

 

1.  Player(s) can play on ONLY one Metro team.

 

2.  League has the right to reject any team for any reason.

 

3.  Teams in small areas may use player(s) from surrounding area to fill their rosters (with   permission of both coordinators and league, League Wavier Form R3).

 

4.  62% of team must be from a Private School, School District or one community area. Must have Form R3 (League Wavier) on file.

 

5.  Community Registration Forms must include “address, School District and School Attended”.

 

B.  BANTAM (Instructional ONLY) (NO ATHLETIC TEAMS).

           

1.  Boys and Girls in 2nd & 3rd Grades.

 

C.  RECREATIONAL (NO ATHLETIC TEAMS) Formed by GRADE with age restriction at coordinator’s discretion.

 

1.  Boys and Girls in grades FOUR (4) THUR SIX (6) ONLY.

 

D.  ATHLETIC Formed be GRADE with age restrictions at coordinator’s discretion.  Minimum of   Five Teams for a Division.

 

1.  Boys and Girls in grades FOUR (4) THUR SIX (6) ONLY.

 

E. 7th, 8th, RESERVE AND VARSITY DIVISIONS.  Formed be GRADE and DIVISION with age restrictions.

 

1.  Boys and Girls in Grades Seventh (7th) THRU TWELVE (12th).

 

2.  COMPETITIVE PLAY.

 

a. League reserves the right to move teams from one level of competition to another.

 

3.  ROSTERS AND CONTRACTS

 

A.  Coaches and team registration must be turned into League by (2nd-6th Grades) October    22 nd, (7th and above) November 19th current season.

 

B.  Rosters must be turned into League by December 7th  of current season.  Teams must have current roster with Names and Signatures of Players on hand and on file with League.  Signed  player contracts must be on file with coordinator.

 

C.  No player can be added to any team after December 31st current season.

 

D.  Players must play in five (5) league games to be eligible for tournament.

5.  ENTRY FEES

 

A.  Entry fees must be paid at registration of teams.  A $50 late fee will be charged after registration.  Three (3) teams any grade applies.

1.  Three (3) teams or more 4TH -6th Grades:  $120 plus six (6) home gym times and one (1) tournament game time for each team. Bantam teams are $110 plus six (6) home gym times for each team.  .  No Bantam Tournament.

 

2.  7th and above:  $125 plus six (6) home gym times and one (1) tournament game time for each team.

 

3.  Less than three (3) teams:  $170 plus seven (7) home gym times.

 

B.  Referee Scheduling Fee

 

1. A $24 per team. Make checks to:  Tri-County Court Officials” mail to “310B S. Main St.,

 Bethel, Ohio 45106”

 

6.  ADMISSION

 

A.  An admission charge may be levied to help pay for gym time.  (Optional).

 

1.  Family admission - $3.25

 

2.  Adult admission - $1.50

 

3.  Child admission - $.75

 

4.  Child under 8 yr old Free

 

7.  PROTEST

 

A. The Metro League does not recognize protest, except eligibility.  All other conflicts will be adjudicated “on the court”, the referee’s decisions are FINAL.

 

1.  Protest of eligibility

a. Player(s) in question MUST sign a copy of roster (GENERAL RULES 3B.)

 

b. Mail copy to “Eligibility Protest”, P.O. Box 616, Milford, Ohio 45150 with Division, Player(s) Name(s) Number(s) and Team.  Add your name, phone number and SASE within 48 hours following the game.

 

c. Tournament games, FAX to 513-575-4699 or phone 513-575-0963 before next tournament game.

 

8.  RESCHEDULING GAMES

 

A.  No team may cancel a METRO League game to play a NON-METRO sponsored game.

 

B.  NO GAMES RESCHEDULED AFTER JANUARY 4TH CURRENT SEASON   Except for bad weather or School Closing, Coordinators notify league of bad weather or school closing.

 

C.  Team wishing to reschedule a game MUST follow this Process:

 

1.  Notify your coordinator 10 days before scheduled game.  Your coordinator must notify their coordinator.  This Must be competed by JANUARY 4TH.

 

2.  Both coordinators must agree to reschedule.

 

3.  Both coordinators notify their team of change.

 

4.  Coordinator of team making change MUST notify League Office by FAX 513-575-4699 24 hours before of original game. (CHANGE NUMBER)

 

5.  NO SHOWS WILL BE CHARGED REFEREE FEES. 

 

6.  Bad weather and School Closings will be scheduled BEFORE end of season (1st or 2nd Place only)

 

9.  SCORES

 

A.  Community/Area coordinator will be supplies score sheets of games played in their gym(s).  Referees will record scores and report scores to league.

 

1.  Winning coaches are responsible to report their scores after their game to the referees before leaving.

 

10.  GYM RULES

 

A.  Parents are responsible for their children.

1.  ONLY SCHEDULED PLAYERS ALLOWED ON GYM PLAYING SURFACE

2.  NO THROWING

3.  NO BASKETBALLS IN STANDS – COACHES ONLY

4.  NO FOOD OR DRINKS IN GYM

5.  NO CHEWING GUM ON GYM FLOOR

6.  NO RUNNING

7. CHILDREN MUST BE ACCOMPANIED BY AN ADULT

 

11.  BASKETBALLS

 

A.  Boys grades 2nd thru 8th and ALL girls will use the intermediate ball.

 

B.  Boys grades 9th thru 12th will use the regulation ball.

 

 

GAME RULES

 

1.  ALL TEAMS WILL PLAY BY THE OHIO HIGH SCHOOL ATHLETIC ASSOCIATION RULES UNLESS OTHERWISE SPECIFIED IN THESE RULES.

 

A. All rules not covered by the above or below will be subject to a League rules committee decision.

 

2.  Games will start as scheduled, unless overtime, or ex-long game.

           

A. Gym supervisors and/or referees will control any conflicts with start of games.

 

B. Scorekeepers will exchange COMPLETE name rosters and note starting line-up, fifteen (15) minutes BEFORE game time.

 

C. All scorekeepers must notify coach and referees before START of 4th quarter, playing requirements. (GAME RULE 13).

 

3.  Teams will be allowed a five (5) minute pre-game warm-up.

 

4.  Half-time will be controlled be gym supervisor and/or referees.

 

5.  Overtime will be two (2) minutes stop and go.

 

6.  Three point goal lines must be marked on both ends of the court to be in effect.

 

7.  Foul line

 

A. 4th grade foul line will be nine (9) feet (bottom of broken circle).

 

B. 5th grade foul line will be twelve (12) feet.

 

C. 6th grade and above will be regulation foul line (15 feet)

 

8.  NO back court pressure (Must be allowed to enter front court).

           

A. Both feet and ball allowed entering front court.  Defense must be three (3) foot back from half-court.

 

B. 4th grade recreational.

 

C. Any recreational team with a ten (10) point or more lead.

 

D.  Any Athletic, 7th, 8th; Reserve or Varsity Division with a fifteen (15) point or more lead at any time.

 

E. Teams in 8B above, clock will not start in the last minute (One Minute) of the last period from a dead ball until offensive team is in their front court.

 

9.  Only team captain or head coach will address any referee.

 

10.  Only three (3) coaches and uniformed team members allowed on bench.

 

11.  Referees must be paid before game begins.  Each team pays one referee.  Referee will sign scorebook upon payment of fee.  No shows must pay referee fees.  (General Rule 8C5).  If games is rescheduled team that “No showed” will pay BOTH referee fees.

 

12.  Any coach, asst. coach or player removed by Flagrant Technical foul or two (2) Technical fouls from a game will Automatic suspended one game (will not attend game).  After League review may be suspended up to remaining league and/or tournament play.

 

A. No foul language will tolerated.

 

B. Coaches are responsible for their fans.

 

C. Fighting will not be tolerated by ANYONE.  Automatic Suspension One Year to date

1. Gym supervisor and referees must notify League by phone and/or writing within twelve (12) hours of end of game.

 

13.  All teams must play ALL players equal to one (1) quarter of the game.  Any player that will not play must be noted before game starts.  (SAM JONES – SICK) (JOE JONES-ABSENT).  Any players hurt in game may or may not finish game.  Head coach may be suspended for not following this rule. (GAME Rule 2.c.)

 

14.  Uniforms will be numbered on front and back.

 

15.  4th grade recreational must play “Player to Player” defense except out of bounds under basket.  No clear outs.  (Defense team may double team In three (3) second lane only).

 

TOURNAMENT

 

1.  All teams except Bantam (2nd & 3rd Grade) will be entered into a League Tournament.

 

A. Notify your coordinator if your team will not play in League Tournament before February 5th.  Coordinator will notify league on February 6th of any drop outs.

 

B. Coaches, players or teams suspended  on/or after February 6th  will not play in tournament.

 

2.  Tournament will start the end of season, without delays.  Teams will be matched to make a competitive tournament.   (Record as of February 6th).

 

A. League reserves the right to move any team to a competitive bracket.

 

B. All tournaments will be single elimination.

 

C. All season rules will apply except NO RECHEDULING OF GAME without tournament director approval.

 

 

AWARDS

 

1.  Team and individual awards for League and Tournament 1st and 2nd Place.

 

A. Head to Head competition will determine finishing position.

B. Least points allowed breaks ties. (Between tied teams).

 

 

 

 

BANTAM RULES ONLY (No athletic teams in this division)

 

1.  The Bantam (Boys & Girls in 2nd & 3rd Grade) Divisions are for instructional purposes only.  It is to develop skills, sportsmanship and a sense of fair play and teamwork.  Games will be played on eight foot baskets.  No scores or standings will be kept by the League.  Each player will receive a participation award.

 

2.  There are no League sponsored tournaments for this division.

 

3.  All teams’ participants will play EQUAL TIME in the game.

 

4.  Games will be four quarters long.  Eight (8) minute running clock quarters except for the last two (2) minutes of the game, which will be stop and go.  The clock will not starting the last two minutes of game on a dead ball until both feet and the ball have crossed the ten (10) second line (Half-court).  There will be no overtime.

 

5.  There will be a five (5) minute pre-game warm-up and half-time allowed.

 

6.  No back court pressure is allowed at any time.

 

7.  A “Player to Player” defense will be used.  (NO ZONES; NO DOUBLE TEAM except in three second lane).

 

A. A DEFENSIVE three (3) second violation may be called a zone IF NOT GUARDING AN OFFENSIVE PLAYER.

 

8.  One and one foul shot will begin on and after the tenth (10th) team foul in any one half.

           

A. Scorekeeper must keep individual and team fouls only.

 

9.  Any coach, asst. coach or fan ejected from a game will subject to suspension for the remaining pf the season.

 

10.  Intermediate basketball will be used.

 

11.  No coach allowed on court for placement of players while clock is running.  Use a time out.
